Elk Grove referrals should stay local

Elk Grove homeless services referrals are logged as sent when a caseworker sends someone to another organization. Whether the person arrived is often never recorded. Operation Iron Gate, from Pathfinders for Hope, is built to record that part. Elk Grove organizations can watch its first pilot in the open.

The plain terms

What Elk Grove organizations should know

What it is
Referral tracking software. For a Elk Grove handoff it records whether the person arrived, not only that a referral was sent.
Who it is for in Elk Grove
Agencies, nonprofits and public offices in the City of Elk Grove that send referrals, receive them or answer for the outcome.
What it does not replace
Intake, assessment or anything Sacramento Steps Forward already runs. Elk Grove services, clients, funding and data stay with the people who hold them now.
Where it stands
Not launched anywhere. The North Bay Pilot in Vallejo comes first, projected for January 2027. No Elk Grove date has been set.
Who is building it
Pathfinders for Hope, a veteran-owned Vallejo nonprofit, with its board, partners and volunteers. More on Operation Iron Gate.

The rulebook

Four rules the pilot is built on

  1. No ID at the door

In practiceA missing ID does not end a Elk Grove handoff. The referral stays open while the ID problem is worked, with no promise of same-day eligibility, housing or a bed.

  2. Yes by default

In practiceA “no” from a Elk Grove provider needs a written reason before it is recorded as a denial.

  3. No dead ends

In practice“Unknown” cannot be picked as the final outcome of a Elk Grove case. Someone owns the next step until it is known.

  4. Tracked handoff

In practice“Sent” and “arrived” are two statuses. The sender records one; the Elk Grove organization that receives the person records the other.

The failure points

Where Elk Grove referrals break

Exhibit Elk Grove · Referral only

Only city navigators or police can refer

Elk Grove's year-round shelter at Calvary Christian Center, funded by Measure E, serves up to 35 Elk Grove residents, and only the city's homeless services navigators or police can refer someone with a verifiable Elk Grove connection. Every county or nonprofit handoff goes through city staff first.

The way in

How Elk Grove organizations can get involved

Three ways in for Elk Grove organizations. None of them asks you to change the system you use today.

  1. Watch

    Follow the North Bay Pilot

Housing held at 90 days is the lead measure. Results go on The Glass with no names, good or bad, so Elk Grove can judge them.

  2. Talk

    Request a briefing

Tell us your Elk Grove role: sending, receiving, providing or overseeing. Nothing is signed in a first conversation.

The questions

Operation Iron Gate in Elk Grove: questions

Is Operation Iron Gate running in Elk Grove?

No. It has not launched anywhere. The first pilot is being prepared in Vallejo, and no Elk Grove launch has been announced.

What did the latest count find in Elk Grove?

The January 2026 count for the City of Elk Grove recorded 123 people unsheltered in Elk Grove. Up 48.2 percent from 83 in 2024. Sacramento Steps Forward publishes an unsheltered figure for the city, not a sheltered figure or a total. Elk Grove held 2.9 percent of the 4,205 people counted unsheltered across Sacramento County.

What else is happening in Elk Grove?

The city says its temporary shelter and updated camping ordinance brought a 65 percent reduction in homeless encampments over the past year. The city's shelter has served 120 people since November 2024, including 62 guests and 4,906 bed nights in 2026.

Can a Elk Grove organization take part?

Cohort 01 is recruiting in Vallejo. A Elk Grove organization can request a briefing now. Nothing is signed in a first Elk Grove briefing.

Does this replace Sacramento Steps Forward's system?

No. Operation Iron Gate is not a replacement for Sacramento Steps Forward, the City of Elk Grove's navigators or any provider's own records. It is built to confirm that a referral between organizations reached the person.

I need help myself. Where do I go?

For food, the Sacramento Food Bank & Family Services lists distribution sites across the area. Operation Iron Gate is not open for public intake yet. GATEHOUSE, our community platform, where Pathfinders for Hope does your intake, barrier review and the calls to agencies, is open now: register on GATEHOUSE to ask questions and follow the build. Joining GATEHOUSE does not put you in the North Bay Pilot, which runs only in Vallejo and Solano County.
