North Bay Pilot milestones
The North Bay Pilot is the first test of Operation Iron Gate, our referral accountability software. It is projected to launch in January 2027 in Vallejo and Solano County. It is not running yet, and there are no results to report. These milestones are what the pilot is built to show, in the order a referral moves.
In short: A referral counts as closed only when the receiving organization confirms the person arrived and the result is recorded. Sent is not the same as served. This is a closed-loop referral.
Where the pilot stands
- Status: projected January 2027. No pilot results exist.
- Cohort 01: recruiting organizations in Vallejo and Solano County.
- Pathfinders for Hope phone help, (707) 205-7588, is separate from the pilot software and is open now.
North Bay Pilot milestones: the six stages every referral must reach
- Referral Made. The sending organization records the destination, the reason, consent and the responsible role.
- Referral Received. The receiving organization confirms it has the referral.
- Handoff. Responsibility transfers explicitly. Both sides can see who owns the next action.
- Connection. The record shows whether the person actually reached the service.
- Documented Outcome. The result is recorded as what it was. Now it counts.
- Next Action. If the person did not connect, the record routes to a next authorized step.
How we will report progress
We will publish each milestone here only after it has happened, with the date. Until then every row reads “Designed, not yet running”. We will not publish counts of referrals, people or agencies until there are real ones, and small numbers will read “fewer than 5”.
| Stage | What it must show | Status |
|---|---|---|
| Referral Made | Destination, reason, consent and responsible role recorded | Designed, not yet running |
| Referral Received | Receiving organization confirms | Designed, not yet running |
| Handoff | Named owner of the next action on both sides | Designed, not yet running |
| Connection | Whether the person reached the service | Designed, not yet running |
| Documented Outcome | Result recorded as it was | Designed, not yet running |
| Next Action | Route to the next authorized step if not connected | Designed, not yet running |
Why the order matters
Each stage depends on the one before it. A referral that is made but not received has no handoff. A handoff with no connection has no documented outcome. And a referral that did not connect still has a next action, so it does not simply disappear. Sent is not the same as served, which is why the pilot is described in six stages and not one “sent” status.
What closed means here
A referral is closed only when the receiving organization confirms the person arrived and the result is recorded as what it was. A referral that is sent and then goes quiet is still open. If the person did not connect, the record routes to a next authorized step, so the handoff stays visible until there is a documented result.
What this page does and does not tell you
This page tells you what the North Bay Pilot is designed to show, and where it stands: projected for January 2027, not running yet, recruiting Cohort 01 in Vallejo and Solano County. It does not tell you results, because no results exist. It gives no counts of referrals, people or agencies, because there are none to count. When a milestone happens, we will publish it here with the date.
Questions agencies ask
When does the pilot start?
Projected January 2027. We will post the date here once it is confirmed.
Is this a shelter or an intake line?
No. Operation Iron Gate is software for organizations. Pathfinders for Hope does not run a shelter and cannot hold or promise a bed.
Does joining GATEHOUSE put us in the pilot?
No. The pilot runs only in Vallejo and Solano County. GATEHOUSE, our community platform, is where Pathfinders for Hope does your intake, barrier review and the calls to agencies.
